  • First DLT TSS license for European exchange group
  • Regulatory basis for operating pan-European digital settlement platform Seturion
  • Banks, brokers, and trading venues across Europe can now connect to Seturion for settlement
  • Significant step for efficient and unified post-trade infrastructure in Europe

Boerse Stuttgart Group is the first exchange group in Europe to obtain the DLT Trading and Settlement System (TSS) license under the DLT Pilot Regime. With the DLT TSS license, Boerse Stuttgart Group lays the regulatory basis for Seturion, the pan-European digital settlement platform. The granting of the license by BaFin, following a licensing process conducted together with ESMA and the ECB, marks a significant milestone for European market infrastructure: It enables Seturion to operate as a fully regulated, pan-European digital settlement platform to which banks, brokers and trading venues can connect, overcoming the fragmented post-trade infrastructure.

“Receiving the first DLT TSS license for a European exchange group underscores our pioneering role for the digital capital market of the future. It is not only the basis for establishing Seturion as the pan-European digital settlement platform. It is also an important step for turning a unified European capital market into reality,” says Dr Matthias Voelkel, CEO of Boerse Stuttgart Group.

“The DLT TSS license of Boerse Stuttgart Group allows us to leverage the potential of blockchain technology for the next-generation post-trade infrastructure in Europe. Building Seturion as a digital settlement platform that is open to banks brokers, and trading venues across Europe, we contribute to an efficient capital market, in full alignment with European regulation,” says Dr Lidia Kurt, CEO of Seturion.

Boerse Stuttgart Group has initiated Seturion as a pan-European industry solution that is open to all market participants. The platform supports public and private blockchains, as well as settlement against on-chain money and central bank money.

Connecting to Seturion, banks and brokers can benefit from up to 90 percent lower costs, significantly shorter cycles and higher efficiency through direct peer-to-peer settlement. Trading venues which connect to Seturion can offer trading of tokenized assets – without requiring an own DLT license. In order to scale across Europe, Seturion collaborates with its strategic partners flatexDEGIRO, Nasdaq, Societe Generale and SG FORGE – with more partners to follow.
