ON THE MOVE: FINRA Hires Feral Talib; Ted Kaouk to CFTC

FINRA has appointed Feral Talib as Executive Vice President and Head of Surveillance and Market Intelligence. He will assume the role on January 2. In the newly created role, Talib will be responsible for leading FINRA’s surveillance program, which serves a unique and critical role in fostering the integrity of the U.S. securities markets. He will report to Stephanie Dumont, Executive Vice President and Head of Market Regulation and Transparency Services. Talib was previously the Global Head of Market Surveillance at BNP Paribas Group.

Ted Kaouk

Ted Kaouk has been named Chief Data Officer and Director of the Division of Data (DOD) at the Commodity Futures Trading Commission. Kaouk will spearhead data integration initiatives and collaborate with the CFTC’s offices and divisions to help the agency make informed policy decisions. John Coughlan will serve as the agency’s first Chief Data Scientist. He will advance DOD’s data science expertise and expand the agency’s use of artificial intelligence to more effectively oversee the derivatives markets and meet its own regulatory requirements. Kaouk has previously served as the chief data officer at the Office of Personnel Management. Coughlan has served at the CFTC for eight years in data science and analytical roles using data to address the CFTC’s regulatory issues. Prior to joining DOD, he was a market analyst in the Market Intelligence Branch of the Division of Market Oversight.

Warren Funt

Warren Funt has been appointed by the B.C. government to the board of the B.C. Securities Commission (BCSC). Funt was Vice President, Western Canada for the Investment Industry Regulatory Organization of Canada (IIROC), which merged with the Mutual Fund Dealers Association of Canada to become the Canadian Investment Regulatory Organization in 2023. In that role, he was responsible for IIROC’s operations in Canada’s four western provinces, including registration, conduct and financial compliance, enforcement and market oversight. He also had national responsibility for complaints and inquiries.

The Securities and Exchange has named Dean C. Metry as the agency’s Chief Administrative Law Judge. He will lead the SEC’s impartial Office of Administrative Law Judges that conducts hearings and issues initial decisions in administrative proceedings before the agency. Judge Metry succeeds James E. Grimes, who served for eight years with the agency, including his last as the SEC’s Chief Administrative Law Judge.

Elwood Technologies has hired Chris Lawn as CEO. He brings over 30 years of global macro trading and portfolio management experience gained at hedge funds and institutions that span both traditional finance and digital assets, including Caxton Associates, One River Digital and Coinbase. Lawn is taking over from outgoing CEO James Stickland

MDOTM, a provider of AI-driven investment solutions, has appointed former GSAM’s risk and quantitative portfolio management executive and MSCI’s Global Head of Research and Product Development, Peter J. Zangari, as Partner and Head of Americas. Based in New York, he will be responsible for accelerating the company’s expansion with a key focus on the US market.
